2011년 패시브하우스 특강 및 워크숍 개최를 시작으로 지난해 7월 국토교통부 산하 (사)한국제로에너지건축협회가 인가를 받았다.

제로에너지건축협회는 인문학적 접근에서 기후변화문제, 에너지위기문제, 원전안전문제 등으로 적극적인 대응 을 건축물에서 찾는 건축인들의 열린 토론광장이다. 또한 건축물에 고효율, 에너지절약 설계기법을 도입한 친환경 초저에너지 건축물을 대중에게 교육·보급하기 위해 설립 된 건축 전문 사회단체다.

제로에너지건축협회는 다른 건축단체와는 차이가 존재한다. 바로 친환경 초저에너지 건축현장의 축엔지니어와 독일 패시브하우스 디자이너들이 중심이 돼 활동한다는 저에너지하우스 건축현장의 목소리를 축적하는 저장소로써 그 역할과 책임을 마다하지 않을 것이다.

궁극적으로 제로에너지빌딩시장의 확대를 위해 노력 하고 있다. 시장 확대에서 중요한 것은 자생력이 있어야 한다. 그 자생력을 위해 시장 내에서 패시브하우스의 수요가 창출될 수 있도록 정치·시민단체·산업계가 거버넌스(governance)의 형태로 협의체를 구성해야한다. 따라서 협회는 정책토론회와 같은 목소리를 내는 활동을 하고 있다.

The Market expanding is required with Self- sustaining .Passive House demand can be creative  with Political and civic organizations, and the industry must compromise of  consultative group governance (governance) form.  . Therefore, the association is doing the vocal activity such as policy debates .

 

그리고 지속적인 교육과 홍보활동, 국내외 정보교류를 시행하고 있고 우리나라에 친환경 초저에너지 건축물이 표준이 될 수 있도록 노력해야 하고 있다. 친환경 초저에너지 건축물이 하나의 문화적 아젠다가 될 수 있도록 전문 사회단체로써 그 책임과 역할을 하려고 노력중이다.

개념은 국제적으로 정의규정이 진행 중에 있고 협회에서도 마찬가지다. 간단하게는 제로에너지건축은 내가 사용한 에너지소요량만큼 에너지를 생산해내는 개념으로 생각하면 된다.

Simply. You can just think concept of the Zero Energy Building . The energy can be produced what  I have used energy consumption

제로에너지협회 진행사업과 향후 계획

협회에서는 전문가·기술자·일반인 대상으로 교육을 진행하고 있다. 전문가교육은 패시브하우스 디자이너·패시브하우스 열교학교·독일PHI 패시브하우스 기술자·제로에너지하우스콘서트 등으로 구성됐다. 일반인 교육은 제로에너지하우스 콘서트 등으로 제로에너지건축 물을 알리기 위해 시작했다.

The Association of experts and technicians , and Educate the public target. 

        Education experts was composed of Passive House Passive House Designer , thermal bridges , schools PHI German Passive House Zero Energy House , technicians concerts. Public education has started to inform the Zero Energy Building Zero Energy House concerts with water .

지난해 순천시에서 제로에너지하우스 콘서트를 실시해 큰 호응을 얻었고 순천시 공무원 100여명을 대상으로 제로에너지건축관련 교육을 실시했다. 올해 10개 지자체를 목표로 제로에너지하우스 콘서트를 실시할 계획이다.

올해 새롭게 오스트리아 제로에너지건축 단체와 제로에너지하우스 컨설턴트 전문가 강좌가 개설되며 대상은 건축사, 교수, 연구원, 관련 기업을 대상으로 실시할 예정이다.

정부가 제로에너지건축에 더욱 관심을 가질 수 있도록 움직일 것이다. 움직임의 실현으로 시민단체와 함께하는 패시브운동·건축문화운동으로 승화시키기 위해 ‘패시브건축시민포럼’을 준비 중에 있다. ‘패시브건축시민포럼’ 을 구성해 올바른 정책을 입안할 수 있도록 계속적인 정보를 제공하고 시민 의견수렴의 창구역할을 할 것이다.

지난해 순천시에서 제로에너지하우스 콘서트를 실시해 큰 호응을 얻었고 순천시 공무원 100여명을 대상으로 제로에너지건축관련 교육을 실시했다. 올해 10개 지자체를 목표로 제로에너지하우스 콘서트를 실시할 계획이다.

We was well received  Zero-Energy House Concert in Suncheon last year  We had a training course with over 100 officers in Suncheon . This year  is planning a have a concert for a zero-energy house  in the 10 target municipalities .

올해 새롭게 오스트리아 제로에너지건축 단체와 제로에너지하우스 컨설턴트 전문가 강좌가 개설되며 대상은 건축사, 교수, 연구원, 관련 기업을 대상으로 실시할 예정이다.
This year is the newly established Austrian Zero Energy Building Zero Energy House consultant expert groups and classes target will be architects , professors , researchers, and companies

정부가 제로에너지건축에 더욱 관심을 가질 수 있도록 움직일 것이다. 움직임의 실현으로 시민단체와 함께하는 패시브운동·건축문화운동으로 승화시키기 위해 ‘패시브 건축시민포럼’을 준비 중에 있다. ‘패시브건축시민포럼’ 을 구성해 올바른 정책을 입안할 수 있도록 계속적인 정보를 제공하고 시민 의견수렴의 창구역할을 할 것이다.

        우리나라 제로에너지건축의 현황과 방향

          일반적으로 제로에너지건축이라고 생각하는 개념과 협회가 생각하는 개념이 다를 수 있다. 요즘 제로에너지 건축을 한다는 업체들이 늘어나고 있지만 패시브하우스와 신재생에너지를 결합시킨 것이 아닌 일반건축물에 신 재생에너지를 넣은 것이다. 이것은 진정한 의미의 제로에너지건축으로 볼 수 없다. 단열, 기밀 등을 하지 않고 건축물 자체 성능을 높이지 않고 있다. 이런 방식은 시장 자체를 혼란스럽게만 하는 것이다.

        This concept can be generally thought concept and idea association called zero-energy building different.. These days, a growing number of companies that zero-energy building , but it will put renewable energy in general , rather than building combines passive houses and renewable energy 
This can not be seen as a zero-energy building in the true sense. Without the insulation, such as confidential does not increase the performance of the building itself . Only in this way is to confuse the market itself.

        협회가 생각하는 제로에너지건축물은 지금은 대전 하기동에 위치한 1.3L 패시브하우스가 유일하다. 올해 3개의 제로에너지건축 프로젝트가 진행 중에 있다. 여주, 영종도, 광주에서 단독주택을 대상으로 실시한다.

        Zero Energy Building Association thinks that now is the only 1.3L passive house in the East to be charged . This year three zero-energy construction projects are in progress. Yeoju, Yeongjongdo be conducted in a single-family home in Guangzhou.

        아직까지 우리나라는 지원이 미비하고 주택에서는 제로에너지를 적용할 수 있으나 대형건축물에는 너무 비싼 비용으로 인해 건물주가 부담을 갖는 것이 사실이다.

        따라서 정부에서는 건축주·설계·시공사에 대한 지원을 활발히 해줘야 한다. 유럽에서는 제로에너지건축의 조기안착을 위해 지원금 제도를 도입했으며 지원금을 받을 때 협회 등 단체의 검증을 통해 지원을 해줬다. 이와 마찬가지로 정부의 과감한 정책이 필요하다.

패시브하우스가 증가하면 신재생에너지분야도 같이 발전하게 된다. 궁극적으로 건축물은 제로에너지건축물로 발전해 나가야하기 때문이다. 따라서 처음부터 신재생 에너지로 가냐 패시브로 가냐는 필요없는 논쟁이다. 따라 서 제로에너지건축은 설비·신재생에너지산업과의 결합을 통해 새로운 형태의 에너지 그룹을 만들어 미래의 에너지원을 대체할 수 있는 세력을 만들어야 한다고 생각한다.

If the Passive House is also increasing , as is the development of the renewable energy sector . Ultimately, the building is due to evolve as a zero- energy buildings . Therefore, the passive goin goin to the renewable energy debate from the beginning is not required. Standing along zero-energy building is thought that creating a new form of energy groups through a combination of facilities, and the renewable energy industry to create a force that can replace the energy source of the future .
